This guy is confusing me..PLZ HELP!?

ok well this guy recently told me he liked me and now he tells me he is in love with me but he still hasnt asked me out. he already knows i like him so i dont understand what the problem is. he tells me that i stand out from other girls and he said that he's really changed his life around ever since hes met me....so he keeps tellin mehow special i am and he tells me he loves me but he has never brought up the fact of us being together..is he just playin w/me or what?! do you think hes lying? o and we are really really close friends like best friends so at first it was awkward but now hes totally comfortable with flirting with with me now..in fact that's all we do so...well i dont know im just confused.. plz help me
